Yes. Upgrades take effect immediately and are pro-rated. Downgrades take effect at the next billing cycle so you don't lose paid days.

Yes — every Pro feature works on the current season as soon as OpenF1 ships the data (usually within minutes of a session ending). Historical seasons 2023–2025 are Pro-only too.
